Air Affairs has expertise in developing and implementing assessment processes to support the technical evaluation and selection of suppliers for major
Private Finance Initiative (PFI) procurements. Working alongside commercial specialists and legal advisors,
we can reduce the risk and time taken in large procurements by ensuring that:

Human Factors Integration (HFI) activities and a training needs analysis (TNA) where appropriate)

tailored approach to each
procurement process, drawing on our
experience
in competency framework
development and our knowledge of the SEI's Capability Maturity Model
Integration (CMMI)
process. Working closely with the
client, subject matter experts and
other stakeholders, we systematically identify
the essential competencies and organisational maturity characteristics relating to the system being procured, whilst
always being sensitive to the client’s priorities. We then develop measurable evaluation criteria and supporting
assessment processes to test candidates’ performance.
This approach has a number of direct benefits:

We have used this approach, backed by a full TNA, to assist the
UK Military Flying Training System (UKMFTS) Integrated Project Team in the development, assessment and selection of a preferred Training System Integrator
for this major PFI procurement.
We have also been working with Mubadala Development Company
in the United Arab Emirates since 2005 to define requirements and select a
partner for a new flying training centre to be based in Abu Dhabi.
